Desain Wizard

I have been trying to add my adsense widget to my blog and when I get to the Design Wizard there is not a link to settings so I cannot get to section 2 - Modula - anyone know what I should do next? I only have
1 Layout
2 Widgets
3 Style
4 CSS

I have tried to copy and paste html but it wont accept it ?
